DESCRIPTION:The Columbia River Treaty Modernization\, Emerging Initiatives\, and Public Governance in the Transboundary Columbia River Basin \nNovember 13th – 15th\, 2024 \nSpokane\, WA USA \nPlease join us on November 13th – 15th 2024\, for a gathering to engage residents of the international Columbia River Basin in public education and dialogue on transboundary issues and public involvement in river governance. The 2024 conference is hosted by the University of British Columbia Okanagan\, the Universities Consortium on Columbia River Governance\, the One River Ethics Matter Project\, the North American Youth Parliament for Water\, and the Climate Institute at Gonzaga University. \nThe Symposium will focus on: The Columbia River Treaty Modernization (presented by members of the U.S. and Canada/BC negotiating teams\, with an opportunity for public comment) water quality in the headwaters and transboundary mainstem; climate change; and salmon re-introduction and habitat restoration. The guiding principle of the conference is Ethics\, defined as Justice and Intergenerational Equity (righting historic wrongs and shared benefits in the context of water development\, and the legacy we leave future generations)\, Autonomy (a voice for the ecosystem)\, and Stewardship. The guiding principle of Ethics will be the lens through which the conference considers governance now and in the future in the Columbia Basin. \nGovernance will be considered in its broadest meaning to include formal government and informal efforts to take collective action. It will include discussion of public engagement\, transboundary information sharing\, and means to connect university research to efforts to address emerging issues in the basin. Nikki\nbegan her career at a conservation district in Iowa. \nNegonne Blair\nConfederated Tribes of the Umatilla Indian Reservation\nNegonne is a fellow Coug and PhD candidate\, and currently works\nwith CTUIR to protect First Foods and community health from\nchemical contaminants in the Umatilla River Basin. She has a M.S. in\nenvironmental studies from Evergreen\, and focused on toxicology\nand the impact of 6PPD-Quinone on coho salmon for her PhD\nresearch at WSU. Negonne’s career is driven by supporting\nsustainability in the PNW\, encouraging Indigenous science and\nlifestyles\, as well as engaging with her community \nTanya Williams Washington Department of Ecology\nTanya works as the Columbia River Restoration Lead for Ecology\nwhere she is leading the development of a toxics reduction strategy\nfor the Columbia River Basin. Previously\, she worked as Ecology’s\n6PPD-quinone Lead\, where she led the development of the 6PPD\naction plan and collaborated with federal\, tribal\, state\, and local\ngovernments to find solutions to 6PPD in tires. Tanya also has a\nbackground in riparian restoration for salmon recovery and\nassessing human health risk from exposure to toxic chemicals.

DESCRIPTION:This fieldtrip will be capped at 40 participants\, so be sure to register today to secure your spot!\nAttendee’s will be required to sign a waiver for the Upriver Dam Tour. \nJoin us for a tour to learn about the unique hydrogeology of the West Plains and the Spokane Valley Rathdrum Prairie Aquifer\, one of the most productive sole-source aquifers! This tour will visit the scenic Palisades Park to discuss the West Plains Hydrogeography and PFAS monitoring efforts with Dr. Chad Pritchard with EWU’s Dept of Geosciences; the Spokane County Water Resource Center\, a regionally-recognized water education center where you can interact with exhibits that make learning about groundwater fun for all ages while learning about the County’s aquifer monitoring and education efforts with Amy Sumner with Spokane County Water Resources; and the City of Spokane’s Well Electric well station and the adjoining Upriver Dam and Powerhouse\, where participants will be able to see the dam’s original turbines\, two currently-operating large-diameter caisson wells\, and the historic 1907 caisson well while hearing about the City’s current planning efforts to ensure that the Well Electric well station remains a viable long-term source of groundwater supply from John Porcello with GSI Water Solutions. SUMMARY:A strategic environmental water rights market for Colorado River reallocation
DESCRIPTION:Philip Womble\, Steven M. Gorelick\, Barton H. Thompson\, Jr.\, and J. Sebastian Hernandez-Suarez \n\n\n\nThe Colorado River system is among the world’s most overallocated basins\, struggling to supply water to the southwestern United States and Mexico. Consequently\, 90% of the basin’s native fish species are endangered\, threatened\, or extinct. Driven by a regional 24-year megadrought\, the U.S. allocated over $4 billion for water market transactions that pay farms\, cities\, and industries to extract less water. We developed a novel model of how strategic water markets can restore imperiled fish habitat\, integrating hydrology\, ecology\, economics\, and water rights for the river within Colorado under future climate change. Using the model\, we explore how strategically spending modest additional funds improves fish habitat compared to least-cost water-use reduction plans under various plausible current and future formal and informal water markets. We demonstrate pathways to build towards strategic water markets by prioritizing individual transactions\, and we compare ecological and economic outcomes of water markets to mandatory water cutbacks under the governing 1922 Colorado River Compact. By developing a decision support tool that conveys model results to water market participants\, we can inform major ongoing initiatives to conserve water in the Colorado River basin.
