This behind the scenes tour offers a rare look at the masonry dam\, reservoir\, and upper watershed\, where snowpack\, geology\, and forest management all shape the water that ultimately reaches our taps. Along the way\, you will learn how Seattle Public Utilities monitors and manages this 90\,000 acre watershed\, and how shifting climate patterns influence the future of our water supply. Bring your questions about snowpack\, hydrology\, and watershed stewardship to explore this carefully protected landscape. SUMMARY:Webinar: Water Quality Trading in Oregon and What it  Means for WA State
DESCRIPTION:Tuesday\, May 19\, 2026\n12:00 to 1:00 PM PT\n  \nMany rivers in the Pacific Northwest are 303(d) listed for excessive water temperatures threatening ESA listed species. Water temperature TMDLs have been developed for many of these rivers and thermal loading limitations have been put on dischargers. In 2016\, Oregon DEQ launched a water quality trading program to help mitigate thermal impacts\, especially for projects with a nexus to rivers supporting ESA-listed species. Numeric temperature standards in Oregon require rigorous assessment and mitigation of thermal impacts. Initial water quality trading allowed wastewater treatment plants\, through their NPDES Permits\, to develop thermal trading plans to mitigate thermal loading. DEQ is now using this program for projects with a nexus to rivers with ESA listed species\, including new surface water intakes for drinking water\, which must seek a 401 Water Quality Certification for potential thermal impacts. \nThe Washington Department of Ecology issued Water Quality Trading Guidelines in 2011\, but up until March 2018\, when Ecology drafted a short white paper\, there have been no successful trading plans. A recent proposed legislation\, WA HB1290\, focuses on NPDES holders who are discharging into waterbodies with a water temperature TMDL. \nThe talk will cover the OR water quality trading program; its current application to wastewater discharges through NPDES Permits and water withdrawals through the 401 Water Quality Certification process and how it compares to WA’s program and what can be learned for the benefit of WA’s program and recent legislation. \nPresenter:  \nRob Annear\, Senior Principal\, Annear Water Resources \nRob is an environmental engineer with 29 years of experience in hydrodynamic and water quality modeling (1D/2D/3D) across rivers\, reservoirs\, estuaries\, and coastal environments. His work spans regulatory permitting\, TMDLs\, ESA/CERCLA/RCRA/NRDA/FERC compliance\, drinking water\, lake management\, and climate change studies. He has served as an Expert Witness in hydrology\, water rights\, and water resources modeling cases. Freshwater ecosystems and the organisms that rely on them are threatened by a multitude of interacting stressors. Simultaneously\, human communities that depend upon freshwater ecosystems are struggling to adapt to environmental\, social\, and economic stressors. Members of the Society for Freshwater Science work tirelessly to understand these environmental changes and the associated benefits provided by freshwaters. Meeting these challenges requires the entire freshwater science community and an understanding of what maintains the resilience of freshwater ecosystems\, and how to strengthen ties with the people that live near and depend upon freshwater ecosystems. \nOur 2026 meeting will be held in Spokane\, Washington\, near Spokane Falls\, a historic gathering place since well before European colonization. We are excited to welcome you. Our theme is “Gathering to build resilient watersheds and communities”. We encourage attendees to continue to tell their stories of the wonders of freshwater ecosystems as well as how their work contributes to ecosystem resilience. We also want to challenge attendees to reflect on how we can support the resilience of ourselves and our own scientific and regional communities. SUMMARY:The Pacific Northwest Water Summit
DESCRIPTION:The Pacific Northwest Water Summit\, led by the Idaho Department of Water Resources and Boise State University\, is a new iteration of the annual Idaho Fall Water Supply Meeting. This meeting is held each year to recap the water supply from the previous water year and provide climate and water supply outlook information for the coming water year. Partners from Oregon and Washington will share additional relevant content on impacts felt across the Pacific Northwest during the water year. The end of the meeting will culminate in a networking opportunity for all in-person participants. Catering will be provided for this event. \nCutting-edge innovative water resources research will be shared through presentations and a student poster session. The recap of the water supply from the 2025 Water Year will provide insight on how conditions impacted the build up and melt out of the year’s snowpack\, timing of irrigation demand\, and how much storage water remained by the end of the 2025 Water Year. The outlook information for the coming year will review oceanic conditions and how anomalies in the Pacific could impact the coming year’s snowpack/water supply. This meeting will also incorporate the Annual 2025 Water Year Impacts Survey for the Pacific Northwest. These meetings are critical for identifying vulnerabilities and opportunities to increase drought and climate resilience across economic sectors that are dependent on the region’s water resources. \nNote: The event will be held in person\, but a virtual option will be available for select events for those who cannot attend. DESCRIPTION:Friday\, October 24th  \n3:10 PM\, Zoom Link Below \nDr. Brian Greaney\, Assistant Professor\, Economics Department\, University of Washington \n  \nAbstract \nThe paper which is joint work with Joe Shapiro and Katherine Wagner. \nWe study the optimality of human groundwater extraction from many of the world’s 3\,400 aquifers. Some prominent aquifers have declining levels because use exceeds recharge. We use remote sensing and administrative data to estimate a dynamic model of water extraction for each aquifer\, recover the discount factor that rationalizes observed groundwater extraction\, and compare it against normative and market benchmarks. We find that 65% to 81% of global aquifers are extracted too rapidly. Inefficient groundwater extraction creates over $3 trillion in global present-value welfare costs—a large magnitude but only a few percent of the total present value we estimate for all aquifers globally.
